Here's how the Hidden Health Care Tax works: 

Without health care coverage, people don't get treated until they end up in the ER — which besides being much more dangerous to their health, costs much more to boot. This cost gets shifted to everyone: Experts estimate it increases your health care premium as much as 9 percent.

It doesn't have to be this way. If we invest the money we're paying in the hidden tax into getting everyone access to preventative care and chronic disease management, it will reduce health care costs for everyone. Getting everyone covered simply makes sense.

To: Oregon Health Fund Board

We, the undersigned, are concerned that Oregon's businesses and families are getting squeezed by rising health care premiums and out-of-pocket costs. Let's bring health care solutions to Oregon that help people get quality affordable care.

As part of your plan, please include:

• Ending the practice of denying care because of pre-existing conditions

• Improving access to prevention and primary care

• Strong rules to make sure insurance companies charge reasonable rates

• Limits on the amount spent on marketing and administration

• Investing in proven systems to prevent and treat chronic conditions.

• Giving consumers more control, choices and clear information
